I'm not sure but so far I didn't see it nosedive to the sea. Most probably it would be a snake.

I was at the ferry pier and it was flying from 羊洲 toward 對面海.

Many thanks for the information. I have been around Sai Kung Pier often but have only managed to see WBSE catching fishes.
