I will go for Besra.
Because its streaks on the breast are quite "vertical" instead of dense horizontal streaks (for juvenile).
Also, for me, its lower part pattern of tail fit to the besra.

Looking forward to any comment form experts.

I will go for a Crested Goshawk because of its strong leg , and the tail coverts :)

First year Crested Goshawk.
After repeated confusion between Crested Goshawk and accipter sp., thickness of the tarsus is my first feature I look at (if it's shown in the photo).

I vote for Crested Goshawk due to the robust shape, strong legs, and the relatively thin streaking on the breast.  Immature Besras usually have heavier streaking on the breast.
