Could they be the Black-crowned Night Herons that live in Kowloon Park?

I also think so because I have saw some of them will fly over the road between the pier and Kowloon Park.
And the peak count I have seen was over 30!

They appears to prey upon fish that are attracted by the spotlights (get benefits from the light pollution).
