Not Eurasian I don't think.

It looks a bit bigger than the others, but I don't think Eurasian ever has bare facial skin like this.

Just had a quick look for images of Royal, but can't see any that look quite like this.

Just an aberrant BfS?

I think it is the remain of summer breeding face pattern while changing into winter non-breeding face pattern.  See also the last bird on the photo.
