This does not look like an Arctic Warbler to me (plus the date would be highly unusual).  Do you have any other photos?

I would say Greenish Warbler for this bird.

Any pictures showing the tertials and/or the primary projection a little better?

I would go for Yellow-browed Warbler, based on the bill colour and structure.  The tertials and primary projection would be necessary to confirm her final ID.
