Is this a bird's nest or something else?

Looks like a tree ants' nest - there appears to be a hole in it, and elsewhere Rufous Woodpeckers build nests by excavating holes in ants' nests, but I don't think we have that here.

We really need location information as part of these queries.

it's in a woodland with tombs and urns (but not many) ... I took this photo from my pal's home which is on the lower flats of a multi-storey building in Fanling (near the hospital). She told me that she's worried if it's a wasp hive, but I couldn't see any wasp flying about with my binoculars.
