Looks like Red-throated Pipit to me.

Brendan,
I think you are correct, it is Red-throated. Buff-bellied Pipit should be plainer on the back, among other things.
I find it difficult to separate Pechora and Red-throated, though, even with "Birds of East Asia" in hand !
