Striated Heron in urban

I saw this in Ngau Tau Kok (catchment for a water treatment plant).

Though I think it will fly away soon as the previous cases of Little Egret and Chinese Pond Heron did, is it trying to build a nest here?
I have never expected to see this species in urban area.

May is the main migration period for Striated Heron through Hong Kong. See this chart of previous year sightings on Po Toi - there is at least one there now.

Many species can be seen in urban areas during migration.
This habitat is good for Striated Heron but it's unlikely to stay to breed.

Thank you.
I was thinking about that it is a resident.
But the food supply could be very limited in the catchment .
Would it starve the striated heron and affect its journey ?
