I am interested to know where this bird was photographed?
It has clearly been fitted with falconry jesses for illegal keeping but appears to have escaped.
Afew years ago, we reported illegal falconry activities after several birds in poor condition were picked up in the Quarry Bay/North Point area all wearing jesses.

I don't think it is jesses, which would be leather. It appears to be wire attached to the place it is perching.

Hi Geoff,
I agree about the wire but I am suspicious of the 'leather looking' knobble by the left leg, the shape looks very similar to the folding pattern used in fitting the leg strap jesses.
I wonder if the photographer can confirm if that was the case. It would be great to hear that my suspicions are wrong!
