Help w/ Crested Serpent Eagle ssp.

Is this Crested Serpent Eagle a sub-adult (say 2nd or 3rd plumage) or is it a different subspecies than one sees in SE Asia? In other words, could it be from China or somewhere north of Laos, Vietnam, Thailand, etc.
