Looks like it is as you suggested. But I can't clearly see the beak and breast, and wonder if you could provide a higher resolution pic.

It looks more like a Lesser (Mongolian) Sand Plover to me, with broad breast band extending onto flanks and fairly dark brick-red. But it is difficult from this small image.

It was too far away, so I don't have any better... But it seems closer to be a Lesser Sand Plover from John's reasoning. Thanks.
