Yes, this is Lesser Sand Plover, subspecies [i]mongolus[/i] or [i]stegmanni[/i].
Compared to Greater Sand Plover, notice the shorter, thicker bill and darker brick-pink (not orange) breast band, which extends further onto the flanks.
