Thank You Matthew! I really cannot distinguish the two without having see the yellow rump. Is that the bright crown strip also a feature for their ID?

Yes, the bright crown stripe is a key feature, the brow in Pallas's usually have more bright yellow to the front, while Yellow-browed have a more evenly distributed yellowish to white brow. Overall shape, Pallas's are shorter and more compact, while Yellow-browed are more slender and feels longer. Pallas's also can be distinguish with their behaviour, where they like to hover for a second or two to pick off insects from leafs, while I have seen Yellow-browed do that too, they do it far less frequently.
