It looks like a Falcated Duck.
But some aspects of the plumage (grey tones, dark upperparts with narrow fringes, pattern of flanks and pale chin) look a little unusual to me compared to other birds I've seen in HK. I wonder whether this is a juvenile that has not yet moulted into winter plumage.
