Is it ill? (It seems the skin on the beak is peeling, and there are unusual brown patches around its beak)

It's an Intermediate Egret: the gape does not extends beyond the eye, as in Great Egret, but stops under the eye. Also note the relatively short bill.
No idea about its health.
