Hi Waiyi,
This looks like the kind of view I get when my glasses are steamed up.....
Anyway, long, finely barred tail, "kinky" wings and what looks like a dark eyestripe above a white throat....
It should be an Osprey. There seem to be one or two around at Mai Po at the moment...
