I think the most likely explanation is that it's a first-year bird bred in HK dispersing from it's parents territory to find a territory of it's own.
But I have no idea where it's dispersing from or to!

Without being too specific, the Tai Long Wan area is where I saw an eagle owl a few years back.

A disturbed grassland is just adjacent to The Lai Chi Kok Park. A lot of rodents may be around. So, the Eagle owl was around for hunting these rodents.
