This is a Japanese Sparrowhawk. It looks pretty small (although that's tricky to judge!) and has a short tail but relatively long, narrow wings (besra would have short, rounded wings relative to a longer tail)

Also, on the upperside of the tail, the dark bars are relatively narrow, obviously narrower than the pale bars.
