I think it is a 'rufous morph' Red-billed Starling. The pale spots on wings and moustachial strip are the same as the normal Red-billed Starling.
I actually saw another 'rufous morph' White-shouldered Starling at Ma Tso Lung before. Perhaps I can post the photo later on for comparison. I have checked a few books but just cannot find any records of such different colour morph in Red-billed Starling. I would also assume there would have no literature mentioning this in Red-billed Starling as well (but please correct me if I am wrong!).
This bird (and my White-shouldered Starling as well) seems not have any cage damage and I would think such colour is not 'man-made'.

Does this fit your White-shouldered Starling?
This bird was on Po Toi last week. Yellow on all the places where it should be white.
