This is probably an escaped African bishop (Euplectes spp. or possibly a whydah (Vidua spp.). There are a number of species which are easy to identify as adult males but really difficult as females or juveniles. If you submit the record to the Records Committee we will try our best but I don't promise!

Agree with Mike.  I have checked a bit.  It is clearly not a bunting.  It is not a Baya weaver.  Its proportion is very much a finch.  The idea of a Finch in Africa came to my mind too.
