Is this a Slaty-backed Gull?

No, I don't think so. It is a species in the Herring Gull complex. I leave it to some experts to tell you the key features.

It looks like a Slaty-backed to me, yes. The all-dark tail, the dark underwing coverts, the dark belly contrasting with the paler head and the all-dark bill are good features at this time of the winter in HK.
