Is this a Little Stint?
Would experienced birdwatchers please give advice?

Yes, it looks good to me as a Little Stint.

To me, the useful features are: rufous feathers on wing edge, white throat, strongly streaked breast band, and double "eyebrow". I agree that this bird is good for Little Stint.
