Please id this raptor. Sorry for the poor quality of the photo!

It was flying very low, at below 100m when I first saw it. It was circling and going higher, until it reached the distant hills beyond my sight.

Why isn't this a Chinese Goshawk?  It looks more like a Chinese Goshawk to me.

I go for Chinese Goshawk (Sparrowhawk).  The quality of the photo makes it difficult.
