Please help identify, is it a bird call?

Please help identify, is it a bird call?

In the recent month, I have noticed a call from the hill.  It could be heard almost everyday, it called occasionally from evening until dawn.

The sound file was recorded on 11 Nov 2008, 8 PM.

Thank you for the ID.  The call was obvious and clear in the silent night.  Sometimes it sounded near and sometimes far.

I then listened to the "Collared Scops Owl" call from the below site, it sounded alike.
