I saw this small raptor buzzing the waders at the main scrape (#16/17 ) yesterday.  At first I thought it was a Peregrine but it looked a little bigger and it had two white stripes running down either side of it's head , joining in a v at it's neck where there was another small patch of white.  Sorry about the poor quality of photo.  Digiscoping let me down on this occasion at 250 metres through grass.
