I think it's a Marsh Harrier.
The streaks on underpart are too thick for juv. Northern Goshawk.
If you have another photo to verify the ID, the most easy approach is count the "fingers" on the wing. Marsh Harrier has 5 while Northern Goshawk should has 6.
