根據初步調查，康文署在五月二十三日接獲相關政府部門的轉介，有市民投訴位於大埔廣福道與運頭角里交界的樹枝生長過於茂密，要求政府部門作出修剪。康文署人員按既定程序作出跟進，於六月二日到上址視察，發現該處的樹木有部分枝條過長及過於茂密，而且有少量枯枝，加上風季將至，有機會構成危險，經評估後認為需要作出適量修剪，以確保公眾安全。
康文署樹木工作人員六月六日到上址修樹，至下午修樹工作完成後，收到漁農自然護理署（漁護署）來電，指收到市民向該署表示有關工作會影響在上址棲息的雀鳥，惟當時康文署人員已經離場。
康文署現正就事件嚴肅調查和跟進，並與發展局轄下綠化、園境及樹木管理組聯繫。同時，康文署亦已通知各樹木工作人員，提醒他們要加強注意修剪樹木時需留意的事項，包括保護野生動物。康文署亦已與漁護署緊密聯繫，務求盡快就有關個案及日後的跟進措施，徵求其專業意見及作深入討論和跟進。
康文署樹木工作人員均曾接受專業的樹木護理訓練，擁有相關的知識及經驗，其中有部分人員亦擁有樹藝專業資格如樹藝師及樹木風險評估師等，並根據既定機制，以及按照現行相關的《樹木風險評估及管理安排指引》、《樹木修剪的一般指引》等指引進行護理、保養及管理轄下的樹木。康文署會進一步加強樹木護理方面的培訓，涵蓋保護野生動物的要點，提升人員對有關方面的認知和技能。」
