Seems too big for Besra. Could it be Grey-faced Buzzard?

It could be, but the size of the unidentified accipiter is similar to Spotted Dove.

P3 seems longest too me. Fits Japanese Sparrowhawk best I think. Grey-faced Buzzard has rather blackish primary tips which this bird lacks.
