The position of this bird makes the ID relatively difficult.
The posture, long legs, lack of streaking on the flanks and lack of wing bars make me think this is a Richard's Pipit.
The upperparts seem fairly heavily streaked for that species, but probably within the range of variation.

Do you have any more pictures to confirm ID?
