Koel Male ?

The color of the beak seems not right. Also, should a Koel be darker blue, or at least head and body being in same color?

It is a young male Koel, which is why the eye and beak are not as bright as would be expected for an adult. Note that there are still some browner, spotted juvenile feathers in the wing.
The head and body are the same colour I think, just look a bit different because of the light.
