No, it's a Dusky Warbler.
The best character, certainly in this excellent shot, is the supercilium: it is whitish before the eye and buffish behind the eye. In Radde's, it's the other way around: buffish in front of the eye and whitish (and long and broad) behind the eye.
Furthermore, Radde's has a stouter, thicker bill and brighter and stronger legs. And this species tends to have a more yellowish tone to the underparts.
