The pattern of the coverts is a feature that applies to adult birds only I think. I'm not sure about the differences in younger birds.
This bird appears to be a juvenile, given the heavy streaking above and the very fresh plumage. I don't know about how to separate the juveniles of these two species, but on the basis of range I think this should be a Richard's Pipit (I don't think Blyth's breeds in the area).
