Bird Rescure 野鳥拯救隊

I am thinking about setting up a bird recure team in HKBWS.  The task is simple, when we meet birds falling from nest or injured birds, we will either put it back on the nest or send it to some agency such as Kadoorie Farm and Botanical Garden.  If members think that is worth doing, then we will go ahead.  For that people involved need to go through training by a Vet.  That can be arranged.

It is exactly what SPCA is doing. It needs a lot of training and money. Not an easy job.

Instead of this suggestion, I suggest we build up a good volunteer reporting network. Any birdwatcher can report observations of interest (trapped birds or even environmental vandanlism) to a local coordinator and this coordinator then help to pass the report to relevant authorities.

Two kinds of action proposed here:
first is bird rescure, second is report illegal act.
I have reservation on first but support the second.

For the bird rescure, first things need to be considered is the legal issue. Whilst it is iterally illegal to touch a wild bird, we need government's authorization before we can handle an injured bird. Who has such priveilage to be authorized? All HKBWS members? It sounds infeasible.
From moral aspects, death and injury of nestling is part of nature, I see no reason to interfere with. Some birds can have 2 or more broods in each year which produce a considerable number of offspring to off-set the natural mortality. It is totally a natural process that I do not think it should be determined by human.   
Even though you manage to raise funding for conducting such project, there are a lot of things need to consider.

For Captain's idea of reporting observation of interest, I totally agree and looking forward any detail proposal.

I support both setting rescue team and reporting mechanism ... but the main problem is about the communication and cooperation with AFCD, KFBG, and SPCA. The instruction and pocedure on dealing with animals cases are sometimes confusing (or everchanging) amongst them. Grey area about legal problem always pose problems....

I an confident that legal issues can be resolved.  I have talked to some people about it (details cannot be reviewed at this point).

In the discussion above, I think we should understand what we can do and what we cannot do.  The proposal is to: (1) put fallen young birds back into the nest if we can, (2) take it to Kadoorie.  We are not going to give any medical treatment to birds.  I support this because I think we can save roughly 100 birds in a year.

There is always a grey area on how much to interfere with nature.  For example, Long Valley is a "nature reserve" with artifical habitat.  Another example is a programme to feed birds that are starving in a very cold winter.  The decision is us.

首先,我對野鳥拯救隊這個想法暫時沒有任何立場,不過因為今年亦曾接過好幾次求助查詢(主要是關於燕子的),當中有些基本資料及事項想跟大家分享一下。

1.        求助者包括:
            A.        市民
            B.        觀鳥班同學
            C.        燕子組義工

2.        求助問題包括:
           A.        遇見受傷雀鳥
           B.        遇見從鳥巢墮下或與親鳥失散的幼鳥
           C.        遇見死鳥
           D.        鳥巢受人為影響或破壞
           E.        有人非法架置捕鳥網/捕鳥鈎

3.        有些求助者(主要是市民)不知道可以致電政府熱線1823向漁護署求助。如遇見受傷雀鳥並不知道亦可以致電愛護動物協會(SPCA,電話:27111000)求助。求助者主要是利用電郵、討論區留言或致電觀鳥會求助的。

4.        遇見從鳥巢墮下的幼鳥,不少市民會不知如何處理,
           某些案例中市民更將幼鳥帶回家中,如:

6.        估計不少市民不知道如遇見第2點的情況時是需要盡快向有關方面求助。
           有案例是在事發後數小時,甚至數天後求助者才在無意中透露。

7.        有些求助案例中的情況,其實對雀鳥並未構成影響,
           只是市民沒有相關知識而感到擔憂,
           經解釋及告之之後需要觀察及跟進的事項後,通常便可以了。

咁係咪應該首先在鳥會綱頁「置頂」一些拯救野鳥既基本知識、求助電話等,並且做多些宣傳功夫讓更多市民知道?

If the main aim is to save lives, then why not spend the time trying to ban the importation of live birds into Hong Kong as part of the wild bird trade.  That would save hundreds of thousands of lives each year.  I am constantly amazed that the society continues to ignore this appaling trade.

I think that the chance that the government will agree to submitting such a bill to the LegCo is slim.

Unless the threat concerns humans (e.g. the H5N1 virus), the government will be very reluctant to make bird traders lose their business.

In Hong Kong, money seems to be everything.
