Po Toi Arctic Warbler? 25/4/2015

A Phylloscopus was seen on Po Toi today behind the public toilet, I first thought it was an Arctic but closer look at the completely pale lower mandible indicate that it could be something else. It had no crown stripes, which rules out Eastern Crowned. Closest match would be Greenish but legs are slightly on the pale side. It could probably just be an odd Arctic with a pale lower mandible? Though I don't recall seeing any Arctic with such pale lower mandible before. No calls were made during observation. Any ideas?
