Sorry about the low quality but I have seen this bird daily but unable to get closer as it perch is in the middle of some large ploughed fields

I'd guess a female Kestrel, Bob.

My location in France is about 200km from the sea. Would the kestrel be found that far inland?

i am pretty sure they will go inland, they are spread all around Europe and pretty much can be seen any where with suitable habitat!   And this bird looks more like a male kestrel to me, not the greyish head.
