There were Common Buzzards in HK with dark trailing edge to wing and tail.  On the field guide, they resemble Rough-legged Buzzard.  So be very carefully with that.  One can study this using "A database of the Bird of China" http://www.cnbird.org.cn/first.htm or "Oriental Bird Image" http://orientalbirdimages.org/.

It is also worth knowing that this feature is age related, adults have a neat dark trailing edge to the wing and also the tail tip; this is lacking in young birds.
