I think it is Crested Goshawk juvenile

Count the fingers.  If there are six, it cannot be a Besra.  Besra has five fingers.

Would you mind telling me which raptors, apart from Besra, have 5 fingers?

In HK.....Osprey,Pied/Marsh Harrier species,Common Buzzard,Japanese Sparrowhawk
