No, yours is a yellow wagtail. The diagnostic feature of a citrine wagtail is that it has a complete round pale strip behind the eye. The bird in the photo on the other hand has the eyestripe reaching
the dark part of the neck and does not form a circular pale strip behind the eye and therefore not a
citrine.
There are quite a number of photos of citrines on this website which should help you further your identity skills.
