o.. it is really a captive Kestrel with jesses.. The jesses are the common way in falconry to handling the bird. It can just simply wrap on the grove or tie with a long string during training (i.e Free flight)....

This bird is obviously doing okay in the wild after its escape as I saw it on the MP access road a couple of months ago
