This looks like an Arctic from what we can see of (a) super in front of eye and (b) lower mandible, but do you have any further shots to confirm.
It'd make a great "mystery bird" like this.

Only one shot. A bit of movement caught the corner of my eye from about 20' & only managed a quick snap shot & it was away.

I'd be interested, as usual, in the views of those more expert than me on phylloscs, but this looks like a Dusky Warbler to me.
The general coloration looks right for that species, +the supercilium, whiter in front of the eye than behind it.
On this evidence they seem to share same lower mandible patterning - can't say I can recall exactly what Dusky looks like there.
