I think that Herman's photos do show Buff-bellied Pipit, but I believe that the bird in your photo is Red-throated Pipit.
If you compare them closely, you'll see a number of differences. The obvious thing is that Red-throated Pipit is generally a lot warmer than Buff-bellied - and I think that's clear in the photos. At a more detailed level, Red-throated has a stripe in front of the eye and a pale-yellow base to the bill - features which are clearly shown in your photo. Buff-bellied, on the other hand, has a pale loral area and an all grey bill. Again, this is evident in Herman's photos.

Just to amend one of my points - Buff-bellied Pipit can often show a pale yellow base to the bill - see the Photographic Guide..
