就「治理深圳河第IV期工程」環評報告(EIA-189/2010)，香港觀鳥會已向環境保護署提交意見，現附上本會就該環境評估報告的正式意見書(只有英文版，見附件)。
The Hong Kong Bird Watching Society have sent our comments on EIA report on "Regulation of Shenzhen River Stage IV" (EIA-189/2010) to Environmental Protection Department (English version only, see attachments).

現將本會意見概括如下:
A summarization of our comments:

本會希望切實實行環評報告所提出的補償及緩解措施，以減低工程對生態的影響。另一方面，本會就報告一些部份有以下意見：

1. 生態調查時間不足 Inadequate temporal coverage of wildlife survey
報告的生態調查於08年8月至09年1月進行，並未能涵蓋雀鳥春季遷徙及留鳥繁殖季節。
The wildlife survey was carried out between August 08 and January 09, it did not cover spring migration season of birds and breeding season of most resident birds.

2. 河邊生境 riparian habitat landscaping
報告有考慮到河邊生境設計，並且有提議監察濕地生態，我們非常支持相關建議。
The report considered riparian habitat landscaping and wildlife monitoring. This is highly supported.

3. 累計影響評估不夠詳盡 Assessment of Cumulative Ecological Impacts not comprehensive
報告的累計生態影響評估部份不夠詳細，我們擔心邊境禁區各項工程對生態的累計影響被低估。The cumulative assessment of ecological impacts in the report is not comprehensive and we doubt that the impacts of various projects in the Frontier Closed Area are under-estimated.
