This individual seems like a Eastern Marsh Harrier to me...

I agree that the second individual is a Marsh Harrier - the facial disc is not prominent, the bill is rather heavy, and there is extensive pale patches on the nape. Author: brendank Time: 10/10/2011 23:41
These shots are of what must be the first Harrier photographed by 華仔 based on the similar dark head and light brown breast band.
I'm not sure this is a Pied Harrier. The shape and size seem ok for Pied to me. But the rump isn't very white and there is no facial disk. So for me, I think this bird may not be identifiable.
Brendan I think your individual is also Eastern Marsh, because of the strong bill, poorly marked facial disc, weak white rump, and the nape/breast patches. From the first photo I don't think it's particularly small either, and the second shot shows quite bulky rear quarters. Would expect Pied Harrier to be a slimmer bird!
