I would guess it is a Pied Harrier. The barring on the undersides of the primaries and the tail, and the rather prominent facial disk would seem to favor Pied Harrier.

The structure fits Eastern Marsh Harrier well.  The facial pattern does not fit Pied Harrier.  The only problem is the bars on the wing coupled with the very bright chestnut body.  I still think this is Eastern Marsh Harrier.  Pied harrier is an uncommon migrant mainly in Autumn.

I think it's Eastern Marsh Harrier too - mainly because of the bulkiness, the relatively faint facial disc, the lack of white markings below and above the eye, and the protruding bill. The primary barring I find quite common on adult females and even some immature EMHs based on OBC photos.
