Note that it is absent from nearly all urban Kowloon, and only occurs in areas where there is recently reclaimed land. While this bird may well be one that occurred naturally in Sham Shui Po and was preying on sick ex-captive birds, it may well itself have been captive, such is its rarity in Kowloon.
Either way, although it is a 'migratory' bird, the evidence is still very strongly in favour of its being linked to the cage bird trade in some way.

Geoff, I have seen Common kestrel ony 2x in 26 months in Clearwater Bay. In both instances the birds flew past my house and showed no sign of holding any sort of territory and I assumed they were migrating. definitely not a common bird around here unless others know better.

I have seen Kestrel hovering on the ridge above Silverstrand. I think yor area still counts as rural in a Hong Kong context Andrew.
Cheers

Probably semi-rural now, Mike . It is getting increasingly built up.
Both my home kestrel records have been in the second half of January. We do get released birds around here occasionally, especially in Ho Chung where there is a temple.
