The black uppertail coverts should indicate that this is one of the 'black-backed' subspecies (leucopsis, lugens or alboides), and what can be seen of the head pattern is typical of a young leucopsis.
1st winter leucopsis can often be fairly pale-backed like this bird and have black centres to the greater/median coverts, leading to confusion with other subspecies (especially baicalensis).
