The reddish brown upperpart, grey head and very pointed primary; all fit to adult Grey-faced Buzzard.
A very unusual wintering record in Hong Kong. Author: brendank Time: 14/12/2012 21:32
Why not an Eastern Marsh Harrier? The nape and crown seem pale which doesn't fit Grey-faced Buzzard. Author: cthomas Time: 14/12/2012 23:25

Thanks for all ID!
It's upper is so red, like Kestrel. In my first sight for this brid is a Kestrel.
But it's tail looks like Pied Harrier. So strange bird for me...
