Red-necked Phalarope  Wilson - about the only wader you see swimming rather than wading most of the time.

this one might have been a juvenile as he looked some-what smaller in size compare with the other one LINK to thread

Most birds will moult out of juvenile plumage in autumn, and this is the same. This bird is in winter plumage (although has started to moult).

The size difference is probably sex-related - female phalaropes are larger (and brighter) than males.
