Saw this raptor over Tai Po Kau 21/1/2013

Is it a buzzard of some sort?
How do you distinguish? I've checked the book and still is very difficult.
Do you count the 'fingers' on the wings?

Crested Goshawk, heavily barred wings and underparts combined with the large white puff of feathers at the vent.  The wings also bulge out at the secondaries to give a distinctive silhouette.
