Is it greater spotted eagle juvenile?

1. Imperial Eagle juvenile
2. Greater Spotted Eagle imm.

I assumed they were the same bird.

Birds of HK & South China has no illustrations of perching juvenile Imperial Eagles but photo number 1 fits greater spotted eagle perfectly.
